Her body language will tell you if she wants you to kiss her or not. The first step is to get her relaxed and enjoying herself. Then you can put your arm around her shoulder. She'll either relax into it or tense up. If she relaxes, just let her relax more. Then, turn toward her and tilt your head toward hers. She'll either melt into you or act like she's very interested in the movie. If she doesn't turn into you, she doesn't want to be kissed. At first, just gentle lip contact with some movement. Your body will know what to do. Since you're new, don't try anything advanced, like putting your tongue in her mouth. Just relax and let your body know what it knows how to do. You'll find your lips moving naturally and I'll bet the two of you will figure it out.

FYI, the kiss scene in Titanic is great.

Direct eye contact: Look her straight in the eye and hold your gaze a little too long. This will release a powerful hormone called PEA which will arouse both of you.

Talk: About anything but don't think to much or get overly logical. Logic kills arousal.

Hold hands: play a silly hand game like thumb war. This will cause more arousal.

Elbow to elbow: have an elbow war. Lock your arms together at the elbows and pull. See you can outpull the other. This will cause more arousal.

Hand to shoulder: Touch her shoulder and lead her to another part of the room.

Kiss: Lean in and just kiss. Put your hands on her hips when you kiss her.

This sequence may not make sense to your logical mind but a woman's subconscious mind knows it instinctively. Just trust that it works and DO IT. Do NOT skip steps.

One nice way to make sure she wants to be kissed is to first gently place your hand under her chin or on her cheek. If she lets you keep your hand there, you can kiss her. At least it works for me.
