The reason for different answers is that it will vary from person to person.
I will definite it this way: When a person fully understands what is being proposed, comprehends the potential risks of the activity, comprehends the law regarding that activity, and is able and willing to assume responsibility for any possible consequences of that decision. That may mean using birth control. It may mean being willing to choose between adoption and having an abortion. It may mean being prepared to care for a child for 18 years. Everyone involved must have a clear understanding of the risks they are about to undertake. I know people that could do that at 16. I know people that can't do that at 35. Is the person able to manage birth control or prepared to care for a child.
Sex is an activity with the potential for lifelong consequences and for a lifetime of regret. It can also be a source of great joy and a way of connecting to others. Any powerful entity can be used for good or bad. It's all in the people being willing to use it responsibly.
